Front license plate install conundrum

Whilst attempting to install my new Historic plates on the cs I noticed there is a large round bar that runs along the inside of the front bumper, blocking access to the backside of the bumper to get a nut back there. Is this normal for a cs? Is there any way to remove it without taking the entire bumper assembly apart?

Is your car a US or gray market?

I have a gray market 3.0CSi that was federalized by welding square tubing hidden behind the bumper.

I solved the license plate problem by using blind nuts. sort of a pop rivit with threads. This has worked fine for 20 years.
