Would a US 1974 e9 costing close to $16K at that time have velour interior? Were any Euro 1974s not fuel injected?

it looks like it has seatbelts in the clip above the window ... which would mean that it wasn't a '74 us model, as they had the retractors behind the rear seat. i can't see the front bumper to see if it has the 73 over-riders. of course, it could be a euro 74.

we would need to see the inside of the trunk to be sure ...

Wheels seem to indicate 73 or older. Lots of carbed cars sold in Europe. Looks nice!
