The vacuum created once the engine starts should cause the chokes to open slightly. So if it still runs rough even though you've increased the RPM, it could be an issue with the small diagram in the triangle shaped housing.

I searched on Spax and didn't find anything related to installation issues. The total length of the shaft from the collar below the lower washer to the end is only 2.050." The bushings that Spax provided have the same issue. Thanks.
