Probably specifically made for cars sold in Massachusetts.

These were weirdly common in Germany in the late 70s-early 80s. its basically a precut piece of pvc about the same size as your windshield and a roll of wax strips that can be smushed into your rubber seal. I dont know if Germany had different laws about laminated safety glass or something, or it was just common for people to experience windshield-piercing debris on the roads.
