Strange that it only has one flat side. The outer and inner threads both seem to have the same diameter/thread?
I'm guessing the "nut" part is to be mounted against a (or two) flat surface and the outer screw should serve as a mounting point for something else. But I don't have a clue for what.

Search a part from the 70's with a search engine from the 70's. We call that logic.
