PayPal now charge fee for Friends and Family???

I was buying a part from a forum member and even after double checking that I was sending to Friends and Family, PP charged a fee of $1.70 for paying with a checking account or $3 for a Debit account.

Is this new?

First world problem, admittedly, but ...
