Power tool for rust removal in tighter spaces

I have found that a 36 grit flap disk on an arc grinder works really good for rust removal on my floor pans. What other power tools and/ or attachments work well for rusr removal in tighter spaces ?For example, the outer edges of the floor pan, the circular floor pan plug opening, and the area around the accelerator pedal rest.
 
Cheap variable speed drill and those wire brushes that fit in the chuck. They come in different sizes. Three bucks Home Depot/ Lowes etc.

there are air powered needle brushes that seemed to work beautifully
