Pretty sure that they are both...first with nickel (which is the reflective part), and then with chrome, which is basically clear/protective plate...Otherwise, nickel plated items would look like the Thomas Jefferson in your pocket...I was told that many moons ago touring a furniture factory..might even be the truth.
