What to do with bumper reinforcement?

Was going to replace my '74 bumpers with earlier more graceful euro-style bumpers that I found used. They were set to be re-chromed when they noticed steel reinforcing along the backside of both the front and rear bumpers.
I guess this was a gray market bumper reinforced to appease US standards?
Any thoughts on what to do?
Should I cut out the steel strips and then rechrome?
Just leave them and rechrome.

If they aren't welded to the bumper, remove them, media blast and paint while the bumpers are re-chromed.

Thanks guys.

They aren't with me.

I believe they are welded in. They would have to cut them out.
The back bumper brackets look intact. I can't quite figure out if the front mounts are part of the reinforced bits.
I'll ask for another picture.

I am pretty sure, that these rusted steel stripes are not welded!
After removing the stripes just clean the surface, treat rusted areas with some rust converter & then epoxy primer. Primer under that stripes look good, so if outside chrome is ok, you should be good to go.

That is what it looked like to me also. They have welds in them because you can’t pass the full length behind the brackets.
