Windshield Wiper Speeds

I am having problems with my '74 Bavaria with getting anymore than one speed with the wipers. I'm on my third used switch (the handles break off where they join switch) but still only get the low speed. I've had a new switch on order since July with expected delivery in December. Haven't tried a different relay (haven't looked up which one it is).
A Bavaria doesn't have a speed switch on the console like a cs does.

wiper speeds.

Not sure if the RHD models are the same, but on those the switch is thus.

Pull towards driver wash wipe starts.
press end of switch inwards, starts wipers.
Move arm up intermittent, then slow speed then fast speed.
