Did strut housings change in size from year or model?

OK this is wrt my E3 but you guys are more numerous. I changed my strut inserts to bilstein HD's and kept all else the same. I rebuilt the things twice each and still, the driver side is about 1/2 inch lower than the passenger in the front. The strut is tightened at the tower exactly the same ( same number of threads beyond the 27mm nut, this should eliminate the spring as the cause). I double checked the bilsteins to make sure they were identical. If I measure from the top to the bottom spring pad there is the 1/2 inch difference. The only thing I can think of is that I bought used strut housings from california and perhaps they are from different years/models. Did strut housings vary from the 2800 E3 Bavaria to the 3.0 E3?
 
RealOEM shows that the strut housing changed in 9/73 which was the start of 74 production for the US. I think the control arm also changed at this time. Prior to that the e3 and e9 part numbers were the same.
