Yes, use two screwdrivers crossed to lever the sender CCW.
yes, try the 'crossed' screwdriver trick to get leverage on the sender unit - for both removal and assembly
Ummm- the screwdriver trick is the smart way.
We use a BFH and a big ass screwdriver and give it a good love bump.

She won't budge. Heat is out of the question. I will soak in wd40 and wait

if it doesn't work, putting the big screwdriver in the slot and hitting it with the BFH works (like Don said). you have 2 things holding it there - 1. corrosion + 2. flattened old rubber that has glued the 2 pieces together.
Just be careful if you hit a screwdriver with a BFH…sparks and fuel vapor don’t play well together, that’s why Don says use a brass punch! It works fine until it doesn’t.
And if still doesnt work; here's another route. I made a tool (a lever) that just engages on the edges.
