Front bumper mounting brackets at an angle - doesn't seem right

With the newly purchased front bumper assembled, I am ready to cut notches in the air dam and get things straightened out. I am perplexed how the mounting brackets are protruding at an upward angle. The brackets are properly attached to the frame rails using the OEM cutouts and with carriage bolt hardware. The brackets align perfectly parallel to the frame. They rest against the front facia sheetmetal which seems to not allow them to protrude parallel to the ground. Can someone explain this to me? I don't want to cut notches in the sheetmetal which should not be required as the car had a front bumper at one time. Thanks!

Problem solved.

Those gaskets are only available on German eBay now

Seems like they are angled upland also touching the lower valance.

Have you tried swapping them side to side?

Problem solved. SFDon jumped in with a message and said to switch the brackets around. That was it! The funny thing is, I first consulted the AI genie to determine which bracket was the passenger and driver side. The AI genie got it right! Then, I messaged ClassicEuroParts, the company I purchased the brackets from. They gave me the wrong instructions. The brackets are not interchangeable and have a passenger and driver side configuration. Although they still angle up slightly, the orientation of the bracket mounting surface that connects to the front bumper is perpendicular to the ground. Yay! Onto the next challenge!

Interesting. You'd think that bumper brackets would pretty much be the same and not vary so much. No matter. So long as they work that's all that matters. The ones I purchased from ClassicEuroParts.com work with a left and right side. Peace!
