Measure the resistance of the sender cold and then hot and compare to known resistor values. A quick check of the guage is to ground the sender wire to see if it pegs hot.

Typically, the 2800 cs automatic bracket is best suited which has a longer "arm" on the top bracket. But you're missing the bits that connect the parts.
