Yes, you can easily use the wrong gasket. The carbs were also used on Mercedes and Unimog and those set ups are different than what Zenith did for BMW.

Please note that the base section gasket if over/ under tightened, misaligned, etc, will cause your symptom. It is the vacuum source for the idle circuit that pulls the fuel.
Idle valves are snug. Do not over tighten. This will cut off flow.
It won't matter what you do to the idle screw if...
A small open end wrench, Spray the ball with penetrating fluid first. They all have clips, internal to the socket. It is suggested that you check them all and regrease them. Good time to check the measurements for lost motion. There's a diagram with measurements in the repair manuals.

Since I think you're describing a lock that won't turn.. it is perhaps dirty. Carb cleaner, something without much residue.
Tighten
the inlet needle. Or test as described in the workshop manual. Pinch the fuel line to see if the needle holds pressure. Snug and a little bit more. It has to be tight or it will leak.

The needle needs to be marked in 1/8" increments. Likewise the piston needs to be measured. Both positions are relative to vacuum and rpm. Yes, vacuum, so you need a gauge and a way to observe the location of the piston. Dyno, go cam, etc.
