    No.. it's not normal. A choke is not going to pull down if it's working right. Heat - electric and water are the two elements which control when the choke comes off. You may have a sticking/ worn linkage. You may have a fuel level issue.

    Common Float problem on rebuild is the gasket. Clearances are such that if the gasket is slightly different, the float will hang on it. Try lowering the fuel level- maybe disconnect the pump and run it dry, poking down the vent hole maybe will work.

    Hazard
