16" Alpinas - No affiliation

Closed lug alpinas look like this in the center, much deeper:

So yes, the ones for sale are open lugs, but there are some non-original holes/screws there.
 
Yes it looks like the owner has added some supports for a cap, trying to emulate closed lug Alpinas perhaps.
Anyway IMO far too expensive. The last set that sold in the UK was with new caps and went for £850.00!
