The strut tops / inner fenders look like trouble, but it is tough to say what is under all that tar or whatever it is they have slathered across the area.

One of those situations where you have to ask yourself "do I feel lucky?"

Most of the floors look pretty good and the spare tire well isn't bad. Hard to say if it's worth the ask, obviously it depends on what's under the tar that's slathered all over the inside of the engine compartment. That said BHCC has asked a lot more for cars that looked a lot worse. Likely that the person consigning it was more realistic than some of the others. If on closer in person inspection it turns out that it's not horribly rusty in the front section then it's fairly priced IMHO.

Euphemisms, understatement, weasel words, love those BHCC write ups. "Needs mechamical recommisioning." Translation: major rebuild of the entire driveline.

"Cosmetic attention." Seats, wood, headliner? dash, etc. Under the hood start with rubber gloves and a gallon of nail polish remover and move on to the heavy duty stuff you can't buy in California. You know the drill, "It is known to the State of California that this(fill in the blank) causes 13 terminal illnesses and is harmful to the environment."
