I talked to the guy. The car has not been started in 4-5 years. Had the body work done by a local shop in Pasadena TX. Needs the interior put back together.

I think he's take offers close to 10K but who knows. I have to fly out to the EU tomorrow for work or I'd go look at it. Be back on Friday.
