A/C just needs a belt

I always love it when the seller says A/C just needs a charge or in this case just needs a belt. Makes me wonder a) what does it really need (costing $$$) or b) what kind of owner wouldn't spring for this minor repair to enhance the sale (and what other things has he scrimped on).

The rear seats are really nice, however (see other thread).
 
too much crud in the engine bay to

tell if it has any rust issues or not.
Unless proven it was really rust free, $26k seems steep.
