The washer motor spins but the actuator on the end of the motor does not contact the gear drive actuator apparently the motor actuator has rusted off. Any advice on a repair?

There are aftermarket pumps that are cheap. I bought one and used a part or two from it to repair the original.
So, the wiper fluid reservoir pump spins & nothing comes out? That pump may be currently wired to pump into the reservoir, switch the wires around & it should work. If it has completely failed, buy a new one. They are readily available.
There is a white plastic wheel on the fluid gear pump that is to interface with the motor shaft metal attachment all works except the paddle wheel does not turn the gear pump as the metal piece on t e motor shaft is corroded to almost nothing.

Some things aren’t worth rebuilding...
i bought a new pump on ebay that has al the specifics of the original one - except the mounting plate was wrong. swapped the plate and was back in business for about 30 bucks - a few years ago.
okay, they are now 50 bucks - but the siemens VDO pump is exactly the same thing - just wrong plate. part number -
