Adjusting distributor

hello all to adjust the distributor in 1000 RPM like 10° advance with timing light, is it right adjustment? please help my engine is brand new rebuilt with brand new triple weber 40 should work smooth but it doesn't.

Preferably you want one that dials back so you can time off the tdc ball:
