Any advice on how to install the rear "horns" on 74?

I am getting my rear horns installed, but just got this message from my shop: "good morning scott. techs were letting me know that they were trying to work on the horns last night and found that where we have to drill and get these to sit is right where the fuel tank is sitting and don’t want to mess anything up. any tips on this that you have seen? i didn’t see an issue like this on the forum you sent me. keep me posted have a great one"

Any input would be appreciated.
 
OMG. My shop says this is too complicated for them to do even with Chris' clear instruction. They are worried it will be crooked.

They are called under riders.

Dumb ass solution (but lot of work) is to pull the tank.
Smart solution is to use a drill with a hole depth stop mounted on it.
Hell, even get your buddy in there with a 1/4 inch steel plate behind it.
Or the wooden plate as per Chris' comment.

Now if a shop is hesitant to put them on, questioning their own skills, I would seriously not allow them coming close to my car....

(Apologies for being a bit rude, but i find it beyond amusing; what have these guys already done with their "talent"? What solutions have they applied already that will pop up in the next few years? Well, I do give them credits for knowing their limits, so perhaps I should be quiet...)
