I suppose registering your post-1975 car in Inyo County (say) is "better" than registering it in Montana, since your license plate doesn't advertise to the CHP that you are playing games. But when you have an accident in Beverly Hills, State Farm may look into how the person tooling down Rodeo Drive in his glitzy BMW can claim to be a mountain man.
As I recall - when I moved north from Monterey to Seattle in 1988 - Monterey County was (then) the last county in California that did not require smog checks... I believe that went away shortly after I moved north.
