Blue cloths and valve adjusting tool

Cloths are logo'd as original Valve tool exactly as original. As a package $53 shipped or $45 for the blue cloth and $12 for the valve setting tool

I have seen for other BMWs a spring tool that puts the appropriate amount of tension on the eccentric before tightening it down. Is that what this is? Or is it all solid metal, just bent at convenient angles to adjust the eccentric?

Solid. Exact as original BMW tool I am not sure what you are saying as the eccentrics have a shoulder on the bolt so it will not over tighten At least the ones on my M90 are like that
