bmw 3.0 cs 1973 headlamp question

replaced the hi-low switch in the steering column
there is a delayed reaction with the lights go on, it sounds like a click
like there was a relay switch somewhere. is this normal , is this a relay
does anybody no where it is.

If memory serves, the high-beam relay is one of those three relays in the engine bay, by the battery.

And the low beam has no relay and NO fuse. It is on my to do list for this winter, my H4 low beams are not getting enough power through the existing wiring.
