brake pedal height help

71 2800 brake pedal sits too close to the floor. About half an inch lower than the clutch pedal. Even when the master cylinder is off and the brake light switch removed. What limits the travel of the pedal ? Also the pushrod in the booster seems a little too far extended ie there is a slight (2mm) preload on the MC piston when I go to instal the new MC. brakes and clutch worked fine before but I would like to correct this now while i am restoring the hydraulic systems. Thanks in advance
