Brake Pedal return

Hi all, after my 3.5 swap my brake pedal does not come all the way back up when the car is running.I use my foot to bring it back in place.

It is a 1972 Csi ,stock brakes,new fluid,presure bleed,new rubber hoses. New return spring.

With the car not running they pump right up and when I start the car the pedal drops down about 2 "

When driving there are no problems stopping...
Any thoughts

Is the brake booster one-way valve in backwards?

I went over the Brakes again.and found the problem.It was the nut and bolt from the master push rod....to tight.. I took a little persure off and all good.
