bumper rubber gaskets

Should these be put on the body before running the bumper brackets through? If so they see a pain to push on. Any tips? Guess I gott take the bumper off and start over. This is for the front bumper of my Bavaria. Thanks.

Many years ago, I had a new set of these rubber seals which were simply too large (long). I ended up cutting out almost 1/2". When the mounting bars were inserted, the seals filled the room and the cuts didn´t show at all. Perhaps my seals were from a bad batch, or inteded for another car?
