BW auto gearbox not shifting

Hi everyone,

Today I was going to take the first drive in 3 years with my 1973 3.0CS automatic.

The gearbox was removed to restore the engine and was built back in. It goes in Park, Auto and Reverse just fine but won't shift in Auto. Switching between manual 1,2,A doesn't do anything either.

The car has the BW auto gearbox.

Does anyone have an idea was this might be?
 
I would check fluid level first. Not clear on whether the gearbox was touched when it was out of the car. Was it just removed and then put back in without any work done to it? I'd start with fluid level and then maybe making sure the linkage is adjusted correctly and anything that is attached to the outside.
 
The gearbox was untouched when it was out of the car. Fluid level is good, as is the linkage.
 
I'm not familiar with that particular transmission. Do you how how it's suppose to know when to shift? Speed sensor? Vacuum? The mechanical linkage puts it into Drive but another trigger makes it shift. It needs to know what speed it's turning or sense a load.
 
Type-F fluid and completely full including the torque convertor. Other than that I'm out of ideas. Sorry.
 
Is kick down cable too tight ?, otherwise could be that the governor valve is not working as it should
