Can't access my hood release

It doesn't open when I press the button that opens the flap to access the hood release and fuses. I tried prying a bit while pressing the button and I tried repeatedly pressing the button. I even tried a little bump with my fist. Any suggestions?
 
Can you remove the steering wheel lower kick panel and perhaps access the latch from the side?

There are two panels. The first is just below the key slot, the second is under the dash, next to the panel I'm trying to open. I think you mean the second one - not the panel directly below the key slot. Is that right? I haven't ever removed that one - the second one.
 
This is what is going on inside. The door latch attaches to this so pushing the outside in and if possble to the side you can "unhook" it.

I do not have the car here but I recall a large kick panel I removed whenever I needed to work on wiring, relays, etc. It should be adjacent to the flap door to the right. I am speculating that as there is no physical barrier you could access the latch from the southeast direction...

The "door" that you need to open is all the way to the left (as you sit in the driver's seat) and has a chrome push button on it. The latch isn't exactly a precision mechanism - they often take some jiggling to open. The advice to "push upward, push left, push right, ..." is good.
 
The problem with this door is that you are pushing it in when pushing the silver release button, to get the door to drop out. I find this a PIA. I take a plastic pry like one to remove door cards and use it to pry the door outwards as you are pushing the silver release button and door inwards.

My Bavaria has the silver button, my E9 the black plastic round knob Silver looks better, knob works so much better.

I'll give that a try too. Yeah I have the silver button.
