Does anyone have any experience casting solid rubber parts like those that attach to bumper over-riders? If not, does anyone have knowledge of a place that would do this or a source of the parts?

No, no, and no. I was hoping to learn how to make a mold from an existing part, what I need as a release compound, and where to get the rubber.
 
Depending on what part you want to cast this product might be a starting point. I've used the two component urethane (pour-a-cast) for replacing the shifter bushing and for my under the rear seat battery mounts with good success. You can dye it any colour, incredibly, tough and chemically inert. The material used for cutting boards is similar. Read up on the different characteristics and you might find a combination that works. There are mold making products on this link as well.

There might be a silicon product compatible once you have a mould which would be more in keeping with the nick name for the over riders - "hooters".
