Is this normal? I also get something similar on eBay.de in German in a blue banner which I believe is a spam link.

Thanks that could be the issue. There is a spambot that pops up as You have won an Amazon gift card that hides behind eBay clicks.

Yes if you haven't noticed the bottom-of-page popup is everywhere now. For the most part, US companies aren't required to follow GDPR if they are doing business solely in the US. Many large companies are getting ahead of the game by adopting the policies. If you have a website that collects data from EU citizens (basically any website) or if you do business in the EU, then you need to abide.
