CSI Emergency Brake Problems

I'm having e-brake issues on my coupe. This has been a nearly decade long project finishing up a coupe restoration started by the PO. I have assembled the e-brakes three times now, and each time, as soon as I take the car out more than a block, the whole assembly blows up. The shoes seem to stick to the drum and tear the little fastening clips out of the backing plates, rip the end off the brake cables and the now loose assembly starts spinning around inside the drum, gouging up the backing plate and making an awful sound. The last time, I replaced every part with new except the shoes themselves.

The whole thing seems like a terrible design, but I'm assuming it must have worked when it was new, and it must still work for many other CSI owners. Anyone seen this before and is there a solution?
