CSI fuel pump logic?

I understand that the logic for the electric lift pump on a csi is that the electric fuel lift pump runs for 1or 2 seconds when the key is first turned onto ignition on, then stops. When the engine is started and running the lift pump runs, when the engine is off, ignition on or off the pumps does not run. This is a safety feature in case the engine stalls in an accident and a fuel pipe is damaged.
All seems reasonable.
However my phase 2 csi, Dec 1973 does not do this. I checked another car and it does as expected and turns off after 2 seconds.
The car has a pump relay mounted next to the ECU, this has 4 terminals and behaves as expected when tested remotely from the car.
From this I deduce that either the ECU signal or another source tells the relay to stay closed all the time. Looking at diagram 13-60-7 in the blue book it seems that control power comes into the relay via the green and white wire from the fuse. I checked, it does.
The earth for the control part of the relay goes via wire 63 to ECU Terminal 24 or via 9 the main power relay, or back into the ECU into terminal 16. Where is this main relay please? Is it a standard relay or something special?
Or, it goes to earth via wire 14 to ECU 19.
Any suggestions how to trouble shoot this or test the ECU?
