It appears like someone painted the trim piece and it it flaking off.
The original finish is a brushed satin, with the chrome top strip.
There was probably a reason it was painted and removal of surface will show problem.

Yeah but...what I am wondering is can the chrome be carefully pried off and then the foundation piece either anodized, powder coated, or repainted? What has been tried in the past? And at what level of success?

Is yours one piece(US '74 model) or 2 piece?I might have a 2 piece in better shape.
