Front suspension spacer / bushing

At the very top of the suspension assembly, there sits some type of bushing or spacer or giant washer (aluminum ?).

The one on the drivers side is totally disintegrated, while haven't checked the passenger side yet.

What are they called, and how necessary are they?

Part number and best resource for purchase?

I've heard the term "compliance bushing" thrown around. Is that what this is??

The big aluminum spacer was USDOT mandated to get the e9's headlamps up to the level required by the rules. By now, most of them have been removed. They serve no mechanically essential purpose.
 
The spacers were also fitted to some UK cars. If you do remove them, which is ok, make sure the rear rubber "donuts" for the springs are the correct height. I believe they came in 3 different thicknesses
You don't want you car to have it's back end sitting high compared to the front!
