That's a very early 2500/2800 trunk caddy, our 1970 has one of those. Don't know when they deleted the two snaps on the side panel. Wouldn't work on an e9.

I don't see the bus steering wheel either...but it sounds kind of interesting.
Just another way to describe the stock steering wheel.
