You can
1. remove rad, remove top or bottom tank and get it rodded out.
2. remove and replace entirely with aluminum rad from E28 BMW.
3. remove and re-core with triple row copper rad.
4. remove and install new triple core rad from Curt Ingraham.
5. ensure your car is running right (point setting, dwell, timing, plugs) then try something from 1-4.

The flush stuff sold at the corner store is generally not worth it. Neither is Water Wetter, in my opinion. If you need WW you may well have other issues which prevent good circulation through the rad.
