Looks like there is corrosion between several of the nodes that are supposed to be physically separated by gaps on the board. Sometimes you can clean these up with a contact cleaner.
Back when I was messing around with video (roughly the late 13th century), I would take a pick and carefully remove that brown crap between the nodes on the bottom of my boards. In addition, one of the video gurus I knew back then used to resolder nodes that appeared corroded using a small soldering iron, just enough to get the impurities in the solder to move to the surface (you don't want the solder to flow elsewhere). This would sometimes greatly improve the connection.
Next most likely problem is a "leaky" capacitor on the board. With desoldering braid, replacing them is pretty easy; sourcing the correct replacement part usually takes more time than installation.
