How do you remove the rubber insert of a US '74 front bumper?

Those front bumpers shocks have a rubber sleeve that they slide into. Mine are damaged and I need to take them out. I have tried to pull with some pliers but they are not coming out. I have (obvioulsy) removed the big bolt that holds the shocks and loosened the two 10mm bolt that are near the front. But it still seems to be stuck.

Is there any trick to this or should I simply apply brute pulling force?

PS I need to do this so I can use the Pamp early bumpers adapters.
 
Depends

If you need the sleeves try shooting w wd40
then take a pipe pipe wrench and twist it till ire breakes feel then i will come out
IF YOU HAVE EXTRA SLEEVES TORCH IT OUT
