How to hook up an oven

Now this is off topic. I bought an old wall oven to see if I can start powder coating some parts but am a little confused by the wiring. There are 4 wires and a ground on the main cable coming out of the oven. Red White, Black , Blue (the Blue is a smaller gauge). I am guessing the Blue is for the light or timer, but no idea how I hook it up to the 220 Volts coming out of my fuse panel. I'd like to put a plug on the cable coming out of the oven and use my welder's extension cable to get to a 30 amp breaker.

Two power lines a ground and a neutral. You can wire the neutral and ground together if you need to
 
Makes sense to me ...except the Blue wire. I suppose I could hook it up to either power feed?
 
Oh, sorry I didn't read it right. I think you're right about the blue wire. There's no diagram?
 
Stove needs 220V for heat. It also needs 115V for misc stuff....lights timer etc. Voltage between black and Red should be 220 taken from opposite legs in your panel. This is accomplished by alternating legs on each row of your panel and using a 220 breaker which takes up two spaces in the row and taps into both legs. Wiring diagram will probably show blue to be 115V supply and white to be neutral (which is connected to ground in your panel).

So- Red and Black are 220V connected to 220V breaker, blue could be taken from either red or black tap, and white is neutral.

You should confirm with wiring diagram.
