I'd suggest they do care. It's just that that they determined the concealed items weren't either a threat or likely to attract a sufficient duty
For example customs seized my KHM carpets as they thought it looked expensive enough to warrant paying duty. I then had to provide evidence as to the value of the goods.
It all ended well but took weeks.
