the hood/front end looks like an E9. Saw something on Facebook about being a South African car? Bumper looks different too.

No clue

notice that the wipers are opposite, rather than parallel on every BMW of the time. perhaps some form of frankenbmw.

The small reflectors under the front bumper are typical of a South African made BMW, looks like an e3 derivative.

I'm pretty sure it's a 2004. It's a South African model that is based on the Glas 1700 sedan. Glas made a sedan that was very similar in size and look to the BMW 1800 NK sedan. After BMW bought Glas, they sent the tooling for the Glas sedan to South Africa and sold it with a BMW engine as the BMW 1800SA. (South Africa had a domestic content law that required a majority of the car to be built there.) The car was later face-lifted and acquired some E9 and E12 trim. There's an old thread somewhere here with more about these cars.
