Ignition light in steering column

Hi all
When is the ignition key light supposed to turn on? Door open? Door closed? Turns off as soon as ignition is turned over? Does it matter what position the overhead light switch is at (the one by the rear view mirror)?

It’s not a key light...
The light at the key illuminates the hvac panel at night.
