Ignition problem

My 1972 CSI does starts fine, however it will not turn off. I replaced the ignition wire system and I have the same issue.
Any ideas?

With key off-Measure for battery voltage at any of the terminals on the coil.
If you see battery voltage, your main relay is on also.
First test is disconnect the black/red wire at the starter and retest for battery
voltage at the coil again.
