After reading numerous related posts , I believe the process for removing the ignition cylinder (middle section) is to raise the steering column a 1/2" or so, just enough to slide out the cylinder.

To accomplish this, 4 (?) shear bolts securing the steering column in place must be removed (through a variety of potential procedures).

Presently I can only locate 1 shear bolt (circled in yellow)
(Keep in mind, I also had a difficult time finding the grub screw location, so my automotive search skills are suspect)

Are there other shear bolts or other "fastening devices" that need be loosened up in order to drop the steering column?

What am I missing?

The other bolts you are asking for are here (pic)

But there is no need to remove them.

You remove only the one that you marked to pull the cylinder.
Don't forget to stick the key in and turn to unlock when you pull on the cylinder.

Well,
there is a way to remove the cylinder without disassembling the whole lot.
Prevent the barrier from moving into the grove by sliding a thin feeler gauge between the barrier and the steering spindle. Rotate the spindle and force the barrier to slide over the feeler gauge.
A little bit tricky but I did it several times.
Will not work on an adjustable steering wheel.
