Looks like some rattle can going on.
At a furniture company that I worked for long ago, we use to say, "If you hate it, paint it."
Maybe paint, maybe adhesive backed vinyl?
More importantly, how does the speedo indicate 53 mph with no one driving?

You can see bubbles and creases around the gauges. I wonder if it's contact, like what you put on kids school books.
Remember his caveat; "may require adddition work"...you think?
To my eye, it looks like a semi-transparent finish that we might apply to cedar siding. I think those are drips. Regardless of what it is, it would ultimately need to be replaced to be correct/nice.
