Is this tool part of an E9 outfit?

Found in the bunch of odd tools in the bin in the trunk when bought the car in 2010. Cleaning up the garage and thought id check before i ditch it....

There are no marks on it and it is sized 25 mm.
I think its worth steel prize per kilo/pound?
