Hi, do all e9s have this small panel welded at bottom of B pillar see photo. I only have it on the left side. What purpose does it have ? seems factory

My guess for the purpose is stiffening the panel. It should be present on both sides.

Should i consider making this panel and welding it in or leaving it the way I presume it left the factory.

It helped a bit with securing a new carpet panel since it goes over the edge. Also for some rear seat support

i don't think you will ever notice it is missing. the bolster hangs over it, and not the seat. The bolster uses the screw hole just next to it.

If it isn’t broken or perforated rust leave it alone. No need to create a problem that is not there.
